http://www.avtoolbox.com/avt-8710.htm has a very good, and cheap ($180) TBC. Works like a champ, and makes capping analog tape much easier. Worth the money!

A hardware encoder that is in the same league as CCE, would cost about $14,000! Anything in the "few hundred bucks" range is junk, vs CCE. A faster processor is the *only* viable choice, if quality...

The DVD specs call for a minimum data rate of 2Mb/s . So subtract the audio bitrate from 2Mb/s, to calculate the minimum video bitrate.

You could try changinh the Quantization Maxtix (under the Video button menu.)
Regrding pulldown, try using AVISynth with the Telecide plugin.
