Border Issues

Well wasn't sure where to put this. But this can fall under a ripping problem since thats what im trying to do here. So here goes...

When I play the dvd on my computer, or rip it to my computer and watch the VOBS i get this wierd bordering problem that happens when views and the such change. Heres some screenshots i took for refernce

However when I play this on my TV this doesnt seem to be a problem,
anyone have any clue as to whats going on, and how i can solve this problem so i dont get the bordering on my computer or vobs ??

My guess would be that this is how it's intended to look hence you can't do anything about it. You don't notice this on TV because of overscan, i.e. the picture borders are outside the visible area.
