Overlay two audio streams

I am trying to do 808state's idea of Wizard of Oz/Dark Side of the Moon (DVD).

The plan is to make the first DVD audio track just the regular movie sound. But I want track 2 to be the movie AND Dark Side of the Moon playing together (even better if the Pink Floyd is at slightly lower volume).

I have an ac3 file from the movie and a wav of the album. Does anyone know the easiest way I can mux them together into a single ac3 file?
