Frame size and bitrate Question?? Please advise

Is there a resize filter for resolutions that are non-standard? I encode at 480x288 or 352x288 both are 4:3 aspects. I figure that the smaller the frame the greater the availible bit rate for that second? or am I just kidding myself?

I have just reported the results of an experiment in another thread on CVD resolution. I tried different resolutions with the same total bitrate and the same material. Perhaps you should do that too, just one chapter at the settings you normally use for your final encodes.
I was in for a surprise...
