How PAL DVD is mastered?

Filmed movie or taped movie, how it is mastered to PAL DVD, when original release is on NTSC DVD?

Does it Re-encoded from NTSC DVD or mastered from film/tape?
I'm talking about official releases.

It's mastered from the original source, not the NTSC DVD.

Movies are not filmed in NTSC.
The format is completely different.

But note that some bad conversions actually do come from secondary sources, especially if no film master is available. The lower the release's budget, the more likely it is.

Film is recorded in 24fps.

I don't know about PAL DVD, if they convert to 25 or telecine to 25 (leaning more towards converted).

But, (PAL-regioned) BD will most likely keep it at 24fps, with only exception of interlaced BD's where it would be 50i (25p deinterlaced).
In case of interlaced BD, I've no idea what they do, but I imagine it's the same as interlaced DVD's from PAL regions.

That's me guess. I'm sure others would be able to shed more light.
