Subtitle exchange

Hi,

i was wondering,
i have this NTSC movie with Dutch subtitles on it,
i now have the same movie in PAL format, but without Dutch subs,
can i somehow rip the subs off of the NTSC DVD and convert them or something and put them on the PAL DVD?

Okay,

But now my subtitles show up 7:47 mins late (time i calculated)
what can i do about that, without having to edit it all manually?
