Since I have discovered this compliance problem and started this thread, I have paid attention to the way the Chapters and Programs are related together. I have never seen a commercial DVD where the Chapter numbers are different than the Program numbers! In this case, of course, the content of GPRM 7 is identical in all players.
However, in some non-sequential titles (titles spread over several PGCs) the PTT cannot be equal to the PG, because the chapters table is global to the whole Title, and the PG table is specific to one PGC. But in those DVDs, the GPRM 7 was never used in the VM commands.
This is why the SPRM 7 problem has no impact on commercial DVDs.

By the spec each Program in a one_sequential_title has to be a PTT and in not one_sequential_titles SPRM7 is not valid.

By the spec each Program in a one_sequential_title has to be a PTT.Another bizarre thing. What's the utility of a chapter table if each chapter# matches the same program#? It is simpler to assign a cell number directly to the chapter.

I've read somewhere that programs were supposed to be some kind of sub-chapter, callable with the remote, but without changes to the chapter number. Is it really wrong?
