I'm converting my RK series onto DVD(for learning purposes, scenarist can be such a b!tch).
I'm going from AVIs w/ vobsub subtitles to DVDs.
I've used TMPGEnc to encode the video and sub resync to convert the subs to sst.

In preliminary testing I've compiled a dvd structure on my hdd out of 8 episodes, back to back with no advanced dvd functionality. Each ep is represented as its own chapter and play back to back. the audio is in sync. the subs are in sync at first but towards the end the subs have become out of sync. I'm using power DVD to play it off my hdd.
I suppose it is evident that the rate of the subs are slightly off? if so, why. and how do i fix it? And if not, then what did happen?

I'm sure I've left out heaps of details, so ask and I shall respond. I would appreciate any insight and suggestions.

Are you using NTSC? If so, change the Drop Type in Default settings. Unfortunately, you'll have to re-create the project from scratch including importing the video, because the change won't affect existing tracks.

Alternatively, you can try to re-create the .sst file changing the same Drop Type (or Drop Frame) setting if possible. And be sure to use framerate 29.97fps, not 30fps.
