Apparently u haven't searched or read hard enough.
If u had, surely u would fall on threads about Substation Alpha, an excellent program to timecode avis, listen and type your subs, as well as the frameserving methode from virtually any program to tmpeg for hardcoding the subtitles to mpg1 or mpg2 video streams.
This board is the pro forum.

And just to repeat once more: you can't mux subs into an existing mpg if you want to produce a vcd. Reencoding is required. SVCD and DVD support muxed subs ...

First of all check our basics page (http://www.doom9.org/dvd-basics.htm), u can continue reading the frameserving (http://www.doom9.org/doc-overview.htm#frameserving) guide. While on the page u can read the guides on virtualdub, vfapi, avisynth, tmpeg. all of them can help u acomplish your goal. It just that u have to decide which one best suits your need and skills.

File/Start Frameserve for start. There is a forum Virtualdub that will cover all your queries about frameserving from vdub.
U will need to give a dummy name such as mymovie.vdr that u can open in Tmpeg and encode.

Vdub is frameserving. It justs initializes the procedure and waits for a frame request to be issued.
Tmpeg accepts vdr files. U may need to go to vdub's folder run the 'auxsetup.exe' and 'install handler' from the available options. U can register the vfapi plugin in the tmpeg, though I am not sure if it helps in this situation.
