External Subs frame rate

Hi,
I am using DVD2SVCD to make PAL SVCD from NTSC DVD.
When adding external subtitles, most of the time the subs are out of synch.
Probably I need to know what frame rate my subs should be.

In this case (PAL SVCD from NTSC DVD), what should be the frame rate of the external subs?

That is easy and could be answered if u had taken a little time to search for it. However NTSC dvd's r at 29.97fps and pal at 25fps, so u have to transform a subtitle stream from 29.97 to 25 fps a task easily achievable through subrip.
