I have received some helpful answers from this great forum and I thought I could add my two cents by explaining something that worked for me. If you are a newbie, you are like me and maybe I can help you some time. If you are not a newbie, you are welcome to add whatever you like.
I had a movie and subtitles. Both were correct but not in synch. Now the problem is that the guide that teaches you how to do the synching in doom9.net uses a program whose download link is not in that site. I am talking about Fr0do's guide and program subadjuster. There is another alternative in that guide, subadjust which is easy to find because there is a link to it in the guide but wasn't helping me do the synching because it wasn't as simple as a fps change or offset.

My case was: subtitles in srt format for 25fps and movie with 24 fps
I followed these steps:
1) I got subadjust AND subadjuster
2) I converted from 25fps srt to 24fps sub(microdvd) with subadjust (converting from srt to sub rendered a wrong file with subadjuster)
3) Still the synching was not right so I used the option to adjust the subtitles in subadjuster giving a starting point and end point as reference (see Fr0do's guide for this) and it worked.
Hint:
To preview results I used microdvd (full screen to see subtitles) launching it like this:
Drive:\path_to_mdvd\mdvd.exe /QuickINI /V:Drive:\path_to_video\video.avi /S:Drive:\path_to_subtitles\subtitles.sub
Conclusion:
Subadjuster wouldn't work with srt format and would't convert correctly from srt to sub(microdvd).
Subadjust wouldn't do the calculation to synch the subtitles.
So I needed both.
