Hi, what I want to do is create forced display subtitles from existing subs that are non-forced. My current method is using subrip and converting the .srt file to .ssa and then importing into Maestro. I never create menus, just the movie, so I want to have the subs always on whenever the DVD starts playing.

With Subrip 1.03 & Maestro what you want can be done much easier at the minute.
Use Subrip to rip your subtitles with the 'Save Subpictures as BMP' option with the +TC & Res ticked to create BMPs of all your subs & set the Output format to Maestro's so that you end up with a SON file and loads of BMPs containing your subtitles.
Now all you need to do is import your subtitles into Maestro and whithin the movie's DVD properties just tick the Subtitles to...and select your subtitle stream :D
I have enclosed my subrip ini incase it is of any help and I guess you already know to select one of your subtites within Maestro and load in the palette (spf) file created by Subrip to give your subtitles the correct colour information.
