Is there a good subtitle ripper which accepts
command line parameters for using in batch encoding?

what type of subs are you wanting? VobSub supports automated ripping of subs.. Just look into the docs dir of vobsub for vobsub-auto.txt it will tell you how to do it. but if you are wanting a different type like srt then i don't know of any..
