Use some LLM based AI translators? I dont see many other options

You could also try this,
Standalone Faster-Whisper-XXL - AI auto-transcription-translation :- https://forum.doom9.org/showthread.php?t=184859
Convert Japanese Audio to English srt.

I've used it to convert Spanish to English, I presume that Japanese is supported.

EDIT: Subtitle Edit also now supports Whisper, Menu/Video/Audio To Text(Whisper...)/
also other translate options in SubtitleEdit but I aint tried them.

i wish i understood the step by step of this, but this is above my paygrade. to start, i wouldn't know how to begin

the audio is in the vob files, right?

Well, if you can make an MKV, then can use eg DgIndexNV (now free, used to be paid) to simultaneously extract (from MKV) audio files AND subtitles as images in *.SUP file.
Can use whisper (standalone or SubtitleEdit) to convert audio to english *.srt.
And/or SubtitleEdit to convert SUP to japanese *.srt text files and then one of the Subtitle Edit options to convert srt files to english (I've never done this type of conversion).

EDIT Audio to english *.srt might be easier (would be easier for me, anyway).

thanks all. i ended up using subtitle edit

my needs are uncomplicated. just simple japanese-english translation. AI helped me, although prone to errors i got the gist of it

most of the subttle edit defaults were fine. it was a simple japanese romance so no heavy lifting
