What is the font of these PGS subtitles? How do I find it? What tools can help me with this?

PGS subtitles are entirely bitmap-based. You should be able to use any tool that can do this analysis with static images. Or, you can just eyeball it.

You asked what font was used and you were told that PGS were image based. This means there is no font to choose from because each frame is basically a picture.
You can use BDSup2Sub to open a PGS stream and look at the frames. It can also export the frames as .png images. You can also replace the image with a new image of the same caption in a different font or a different caption all together.

which will offer you several fonts based on an automated visual match.
