Is there a tool I can use to edit pgs (sup) subtitles and do tasks like add and remove lines and change start and end times of those subtitles?

Different versions have different issues. There are lots of posts about it.

Subtitle Edit also has a SUP editor. Go file --> Import Bluray (.sup) subtitle file for edit. If needed, you can open video background.
