I want to create subtitles for my short films. Is there any software or any web based tools available for create sub titles?

Visualsubsync Enhanced is ma favorite tool. Subtitle Edit is more multipurpose, but less convenient if you start from scratch. IMO, both are must-have when it comes to subtitles.
