How I can syncrone the subtitles with video??

hi friends;
I have a film with *.mkv format with 25fps and I searched for the subtitle on the internet and only found just one with *.Idx & *.Sub format that works,But it has a delay ( not a normal delay-increasing delay ) it seems have a different fps
I used kmplayer and I changed frameplay on based figure:

Not needed to Rules and etc...
I used K-lite codec pack direct vob sub ...
