I just download a subtitle and i want to convert it to 23.976 fps. but every software i try, want input frame rate?

what is the input frame rate, how can i find what is the frame rate of existing subtitle?

Yes, that is required. You could try 29.97 or 25.0 and see if it works.

You really can't (I'm assuming text based subtitle like .srt), unless you have the matching video file (which I guess u don't).

Another guess: You need to sync a subtitle? You could try Subtitle Edit: Tools -> Visual sync

Some subtitles in SUB format do contain it as the first line{0}{0}.

But the best idea is to ask the owner of the subtitles.
