Extract subtitle without IFO file

I am using a software using a VOB passthrough function and the final file is a VOB with subtitle within, but no IFO file and I can't extract subtitle from it.
I can extract idx/sub from DVD using VSRip but I am curious if I there is a way to extract from this VOB ripped.

SubRip can extract bitmaps from VOB without an Ifo file.
You will have to supply your own palette.

You should also be able to OCR it with SubRip. I did just that on a VOB file a couple of days ago. Depending on where that VOB is in the movie, though, the timings may be way off and you'll have to retime it.
