I have this movie on DVD and I've ripped it to my computer. However, when I watch the movie on my computer I don't get subtitles during the non-english speaking parts.

I was wondering what I was doing wrong. It seems either I have subtitles on all the time, or off all the time.

Your subtitle text file doesn't have the non-english speaking parts.
You need to download another english subtitle file that has all of the non-english speaking parts.

Re-rip your DVD - and make certain to include/select ALL subtitle streams ...
