Using the Logo filter in Virtualdub, I inserted a frame - but I don't want an AVI or a permanent subtitle.
Can any image (e.g. the frame shown below) be converted to DVD subtitle format and used in a DVD;turned on and off at different times.
It's not a conventional subtitle and I don't know if it can be done or has a correct name.

Yes, the subtitles in DVD world are always graphics (bitmaps). However restricted to 3 colours (or 4 with some tricks).

Which program can convert an image file to a subtitle?

You can create a sequence of subtitles in bitmap (with MaestroSBT or Advanced Subtitler), and then modify the BMP, with what you want ..
respecting the 3 or 4 colors to use (e.g background, main color, outline, antialiasing, in Lab Pro).

I couldn't get anywhere using MaestroSBT or Advanced Subtitler - but I managed to get it started using 'DVDSupTools16'.
It uses a CLI and requires a text file as source to generate the output .sup file.
