I tried it with VSFilter v2.24 and v2.37 and same problem happen.
However, Vobsub v2.23 works perfectly with same config.
Thank you.

Try a newer version and delete all your settings:
1.) Open notepad and enter the following code:
Windows Registry Editor Version 5.00
[-HKEY_CURRENT_USER\Software\Gabest\VSFilter]
Save as "vsfilter.reg" and execute it.
2.) Open "Start">"Run" and enter "regsvr32 /u vsfilter.dll" (Or create a .bat file with "regsvr32 /u vsfilter" in the folder with your vsfilter.dll and execute it)
3.) delete vsfilter.dll from your system32 directory
4.) restart your PC just to be sure everything is gone
5.) download newest VSFilter from here:
http://www.animereactor.dk/aegisub/vsfilter-2.39e.rar
Extract the file to windows\system32
6.) Open "Start">"Run" and enter "regsvr32 vsfilter.dll"
It will probably not solve your problem, but I guess it's always worth a try to completely deinstall the old and update to the newest version available.
