Changing FPS For IDX Files

I have a movie and I got subtitles for it
one is *.srt and the other *.IDX (everyone has different subtitle)
the first one was out of Synch so I opened Subtitle Workshop and tried to change FPS still I made it :)
but, when I tried IDX file, it was out of Synch too
which brings me to the question;
how can I change FPS to make it right ???
and how can I know which FPS proper ??
however, my movie is DVD NTSC

Where did you get the SRT and IDX files?
