is there anyway to convert HD/bluray @ 1920x1080 resolution to 1280x720, so when muxed together with a 720p video file, the subtitles wont be outside the picture.

Converting the subtitles to text (OCR) isnt a option, as this will require alot a work and properly alot of spell errors before its completed.

Anyone have any ideas how to ?

It seems easy...for instance: let SUPread convert them to 1280x720 PNG-files together with a file for use in the commercial Scenarist application.
I don't know the exact reason why there isn't a more flexible solution for use with the free tsMuxer, but I red somewhere that it damages the way the font looks.
So resizing hurts the look of the font? I think that is the only reason why it still isn't possible to convert a 1080p PGS stream into a 720p PGS stream, because otherwise it looks 'simple' to establish this: just resize all the png files to 720p and then somehow 'mux' them back in a SUP-file.

Anyone else, with more technical insight, care to share their light on this?

ocr seems to be "the" only solution atm

it is very tedious because SupRead has a very weak character recognition engine

it took me nearly 400 minutes just to do 1500 lines of subtitles, it was completed over the course of a month

anyways if you find anything, let us know by posting here

Well some people have been using ABBYY FineReader to OCR the images produced by SupRead and SupRip. FineReader has a good OCR engine as far as that kind of thing goes. Personally for all of my BD subtitles needs I just convert them to HD DVD .sup and then to VobSub format with SubtitleCreator; but this isn't HD, it's SD. There simply isn't a decent solution for HD subtitles AFAIK. There was some talk a while ago about about adding support for BD .sup into MPC HC but nothing seems to have come of that yet. I'm personally holding my breath until SC supports loading DB .sup files.
