Help with subtitles

Is there anybody who can help a complete beginner with adding subs to films step by step? I would appreciate it it someone could also tell me what programs I would need to do this with. I need to add subs to films so that we can watch them on tv as opposed to watching them on pc. Would much appreciate any help on this subject.
