Unknown framerate

Hello, I have seen a lot of subtitles out there on the Internet with unknown framerate.

Is there a tool available to help us auto-detect the fps of the subtitle file, much like what's already available to help us determine the video's framerate?

In short : No
There is no way to establish the fps of a sub without having the movie to compare with.
In fact subs don't have a "fps".
A sub may fit to vobs as NTSC or PAL or be compliant with many other rips. No way to say which one of them just looking at the sub.

Actually you could do it by hands.
If it's NTSC, the timings of the subtitles should be integer multiples of 1/59.97 s.
If it's PAL, of 1/50 s.
However this will work only with ripped subtitles I think because subtitle editors are not linked to the hardware timings.

It's not working.
The subpicture's timing use PTS value not frame value.
The subpicture's duration use STM value, not frame.
