BMP to SUP

Hello, I've got a problem. I want to create a sup stream, but the "common" software like e.g. SubtitleCreator works with text-only input files. The problem is, that I need in my subpicture stream special characters which are impossible to write to a text file. I allready have my subtitles on my HDD as a series of BMP files.

Is there a program (free would be great), which can make SUP files from BMP (or any other image format) ?

You must have other information regarding timing besides bmps, so what else do you have?

I have the prepared bmps and of course I know for each bmp the start time and end time.
