Hi!
If you had performed a simple Googlesearch (as I just did) for "pac file" and "subtitles" (one line, include quotation marks), you would have found the following quote in the first item listed (a .PDF file) at http://www.sciatl.com/customers/Source/42a436.pdf
Proprietary files are formatted to bespecific to that manufacturer’s equipment, e.g., Screen SubtitlingSystems’ .pac file format

I need a software that support this format
For exaple can edit or at least convert another format like (SRT) to pac file format and vice versa
Thanks

These look like that company's subtitle producs. However, that stuff might cost bags of money :| - As for free/open software, i suspect you chances are very slim: OSS authors tend to focus on software they actually have a use for, not software that is probably only used in the broadcasting industry but has little to no use in home video "handling".
also see this sheet (http://www.victoria.hostinguk.com/media/poliscriptdata.pdf), it shows some specs of their poliscript product
