Ok I have always wonder proper method for doing quotation marks. They always show with only 1 of them showing. I been doing them with a single apostrophe but is that the correct method or is their a better method for handling items like quotes?

I do the same thing and it has worked fine for me. And of course since we reuse the matrix, I have had to do it about 4-5 times so far for my current matrix (one each for the different fonts SubRip has encountered).
OK, now the reason for the behavior is that even though we know that " is a single entity, SubRip sees it as ' and ', since we are asking SubRip to process character by character.
I reckon this is the only way to do it, but if there is a better way to make SubRip understand, I'd like to know too.

Hmm it's an idea... indeed, apostrophes are between/inside words (in English), while double quotes are at the beginning and ending of words. However, I'm not sure that is the case for all languages.
I recommend that you stick to the SubRip method: put each quote in a double quote as an apostrophe, then use the post processing to transform two apostrophes into a double quote. The good thing is... it doesn't fail, and it'll work for all languages. Implementing a double quote detector that would not ask you to type in two apostrophes would be overkill.
