Hi:
The main deal is: Can CC be added to an MPEG file so that I can choose with my TV to see subtitles or not? that way it may be posibble to add removable subtitles to the simplest VCDs.
There is a small free program named Magpie, that is avaliable to create this things, more for personal use, but it's intended to create CC for MPEG files, it works with media player, but I don't know how to add that to the MPEG file so I can use it as a subtitler with no need of menus or anything else.
