Help with encoding crapy DVDs (Hunter x Hunter)

Here m2v sample (128 MB).

Source has some issues:
- flashing "bars" in top & bottom of the screen then scene is changing.
- camera shaking effect
- colors, noise, details...

Please help me increase quality of "that"

I haven't enough experience, so I can't do that by myself...
