Sync audio from MKV file

I want to encode a video and use audio from another file in MKV format.
To be accurate, I used this method:
I opened 2 AviDemux windows and checked the difference of playback between the video files in 4 intervals looking for a change in camera angels. the delay reading was 543, 547, 548, 547ms (audio before video).
In order to avoid any delay issues I did not extract the audio, instead I used MKVmerge to merge the video and audio.
I was surprised to find out that audio and video where out of sync by about 220ms (needed a delay of 763-768ms).

What can be the reason for this delay?
