Input packet format of HEVC CABAC encoder

I am working on designing a hardware architecture for HEVC CABAC encoder. But I haven't figure out its input packet format. I found the input format of H.264 CABAC encoder in "Entropy coder of the H.264/AVC standard" of X.Tian.
But since the syntax elements in HEVC are quite different from ones in AVC, is this format still usable in HEVC?
Can you refer me to some documents that address this issue?
