cut/merge/remux freeware for WMV and mkv?

Are there any freeware packages similar to TSSplitter, TsMuxerGUI and MKVtoolnix which will accept WMV and remux into MKV container of user-specified sizes as well as remux? Package should also support joining the pieces into a single file.
