SurfaceBlur experiences?

Just stumbled over SurfaceBlur (https://github.com/MoePus/VapourSynth-surfaceBlur) and the filter seems to do a nice job cleaning up old cartoons and I was wondering whether someone has some experiences with it?

That is just extremely ripped of bilateral filter.
