pic_init_qp from PPS as possible quality indicator

Hi all!

I'm working on a method to make some basic predictions about video quality by looking at the h264 bitstream. The analysis should give some rough quality estimations with low cpu cost. Putting much effort into decoding is not an option.

Im wondering if pic_init_qp is a reasonable indicator (among others). My understanding is that the quantizer generally controls the quality, and the encoder should choose a pic_init_qp which is a good prediction for the actually used quantizers.

Any opinions about this? Would pic_init_qp be a better quality indicator that just looking at the bitrate, for example? Are there codecs known for just choosing the same pic_init_qp, independent from quality settings?
