Interframe compression of interlaced video

How referring between fields work? Are “odd” and “even” fields compressed totally separately? How much bitrate it cost?

I am asking this question not only about MPEG 4 AVC codec.

Would always be additional lose in chroma detail, when chroma is subsampled vertically in interlaced video?
