Rate Control in H.264

Hello All,

I am a Masters student at SDSU pursuing my Thesis in enhancing Rate Control algorithms in JM for enabling ROI encoding. The question might sound vague, but I am looking for avenues after actually manipulating the QP (increased for nonROI and decreased for ROI). So, now I have to keep bitrate at check which would be affected because of QP manipulation. Any suggestion/document/comments/guidance would help me.

BTW this is my first post..
