cheap TBC; in combo players?

Hi,
Did some research on this and apparently some combo vcr/dvd players and/or DVR (like VCR but records to DVD+R) have a built in TBC that can stabilize old VCR recordings. Does anyone know a North American model that does this? Ideally I want some kind of passthru that is stabilized.
None of my VCRs has this (even svideo ones) and my capture cards have some kind of stabilizing feature advertised in the chips but they don't really work as a TBC.
Even a real TBC on ebay etc. would be fine if it's <USD $100.
Thanks.

any digital recorder (DVR as you called them) has somehow to synch itself to the signal - this is the so called TBC many DVR are proud of none of them to my knowledge have a real TBC, except for maybe the really really old ones (generation 1 and 2, like Pio 7000 or Panny E20).
I have read about some Panny of ES series do have a TBC in pass-through

Nothing can replace a real TBC. Get one.
