Please translate - "Welcome and How to post a good question"

Pardon me if this had been brought up before. Any chance this thread has been translated in to multiple languages? http://forum.doom9.org/showthread.php?s=&threadid=19566

We insist upon people reading this long and complicated topic before posting and yet it seems it never is. Maybe people would actually read the darn thing if it were in their own language. Perhaps a generic version not specific to DVD2SVCD, or a generic base with links to the particular needs of each program? I think this would provide a real contribution to the group if it does not already exist.
