"Deflashing" a video

I have several videos captured on this tv channel a few years ago (this was recorded in brazil tv signal with a dvr recorded in LP quality), using rf analog sinal with a roof antenna, and unfortunately in MANY episodes it has this very strange "breathing flashing" of the brightness, this is no doubt some kind of eletrical interference, i wonder how the heck can we filter something like this, or if it's even possible... fortunately one thing that i noticed its that it APPEARS that it's always in a constant timing, i mean, it's "flashing speed" seems to be the same. Anyone know the name of this tv signal problem or a suited filter for this ? Probably a... "deflasher" ?? I already know how to use filters in avisynth, i am just not too familiarized with the tv signal problems in english (my native language is portuguese) so i have no idea of what do to do try to fix this or even which filter to use.
