RTX 4090 Founder Edition same, but I can not see any meaningful difference, at least with my tested files.

If you have any demo file which can show a measningful difference also my wooden eyes

can tell, please post link.

Open a YouTube video, set the quality to 360p, expand the window to full screen, switch the setting (you will need MPC VR 0.6.6.2005 or newer).

It looks like a sharpening filter was applied. Some people might like it, some will hate it. It tends to make faces look unnatural. Better suitable for cartoons/anime/games.

Yes it works.
You have a 4k display, so you should be able to see the effect on 720p video.

It looks like you are not working with the original text file. Your files are missing a BOM marker and a newline at the end of the file.

You can open the link to mplayerc.hu.rc.txt in a browser and save it to a file (File > Save as...). This will give you the original file.
You can also open the mplayerc.hu.rc.txt page, hover over the "Raw" link, right-click and "Save target as...".

This line is obsolete and is no longer used.
