WG11 (MPEG) issues Final Draft International Standard of MPEG-5 Essential Video Coding

At its 130th meeting, WG11 (MPEG) is proud to announce the completion of the new ISO/IEC 23094-1 standard, i.e., MPEG-5 Essential Video Coding (EVC), which has been promoted to Final Draft International Standard (FDIS) status. There is a constant demand for more efficient video coding technologies, but coding efficiency is not the only factor determining the industry's choice of video coding technology for products and services. The standard offers improved compression efficiency compared to existing video coding standards and is based on the statements of all contributors to the standard who have committed to announce their license terms for the MPEG-5 EVC standard no later than two years after the FDIS publication date.

The MPEG-5 EVC defines two important profiles, including "Baseline profile" and "Main profile". The "Baseline profile" contains only technologies that are older than 20 years or otherwise freely available for use in the standard. In addition, the "Main profile" adds a small number of additional tools, each of which can be either cleanly disabled or switched to the corresponding baseline tool on an individual basis.

The paper [1] with ETM 3.0 a few months ago shows baseline offer roughly 30% bitrate saving over JTM / H.264 AVC.

The problem with these sort of of test, irrespective of PSNR or VMAF usage, is their targeting bitrate. It is one thing saving 30% bitrate from 20Mbps AVC, it is another thing if it was 2Mbps or even 1Mbps. I am mostly interested in Sub 4Mbps encodes, which is what most of the 1080P online streaming are.

I am wondering how this will turn out, along with VVC. EVC is backed by Samsung, Huawei and Qualcomm's proposal. All three are also part of VVC.

I personally think and want something that is better than AVC and Standardise across the industry, especially to Internet media streaming. Youtube is still streaming main profile AVC encode to me. And it is rather annoying.

And they are comparing mean PSNR at fixed QP, which is a scenario no one uses with a metric that has low psychovisual correlation. Although that's what they are comparing H.264 to as well, and EVC Baseline is supposed to be entirely royalty free. The goal is something like a MPEG-style codec with AV1-style licensing.

Main profile is where the actual competitive compression comes in, and is designed to use technologies which should be relatively free to use, and allow for any tools on which unacceptable licensing is asserted to be turned off. That really reduces the motiviation to sue over a submarine patent, since there's way less leverage to get anyone to pay.

Me too. It's an interesting year, with VVC and EVC being finished, and AV1 HW supposedly starting to trickle out. And there's the other version of EVC - LCEVC.

You and me both! Technically, HEVC and VVC offer the best compression efficiency for the decoder complexity. But self-defeating

Well, that's more Google's stubborness than anything else. They've been trying to get a royalty free codec used for something other than user generated content through VP7/8/9/AV1. Chrome and Firefox used to decode HEVC by passing it on to the system decoders exactly like they do for H.264, but then they explicitly blocked that from working for HEVC.

Using Main Profile when the entire universe has supported High for ages is likely related. They also use lower bitrates for AVC than other codecs to make VPx and now AV1 look better.

I think that AV1 will become the new internet streaming standard. The sisvel patent pool only charges a small amount to licence it assuming that companies do actually pay. The compression is much better than h264 and it looks like all the cpu/gpu vendors will have hardware decoders this year or next year. I'm sure that a lot of smartphones will support it within 12 months too, whether or not apple adopts it or not is difficult to know. If apple adopts it then AV1 will surely be the new standard as so many videos are recorded on iphones and can then be shared with android users without having to transcode them.
