What type of pulldown did this video use?

I'm digitizing some old family VHS tapes. Normally, they're pretty straightforward: interlaced NTSC. But this one's interesting. It was film previously transferred to VHS. I'm going to see if I can find the original film because the quality isn't great.

This was shot in the US. I assume it was on Super 8. There was no sound, but it could be a bad VHS transfer. I expected the framerate to be 18fps, but the pulldown appears (please double check) to be 3:3. I expected 3:3:4. Was this just a camera pointed at a screen? Other ideas?

Also, what's the best tool for IVTC on poor-quality footage with an unusual pulldown? Some of the redundant frames definitely look better than others.

The pulldown pattern is not regular, and there are blended fields.
If the original was about 18fps film you could try something like

QTGMC().SelectEven().
TDecimate(cycle=21,CycleR=8)
