Start a broadcast with the ability to rewind

I want to watch hockey matches, but after work I arrive only in the middle of the game.

I found a link to a playlist (m3u8)
You can just download the match and watch it later, there are many options: ffmpeg, mpv, streamlink ...

While recording a broadcast, I want to turn on my Android device and watch the match from the very beginning while it continues to be recorded.

How can I make a broadcast to a device with the ability to press pause and rewind (like in a live broadcast on YouTube)?

And what if I watch the same file that is being recorded directly through SFTP or through DLNA? Will there be any problems?

Will there be recording errors if the file is being recorded and read at the same time?

Here's what I learned in a couple of weeks. Here's what I found out. We create a broadcast on a computer:

hls: ffmpeg -i URL.m3u8 ... -f hls master.m3u8
dash: ffmpeg -i URL.m3u8 ... -f dash master.mpd
Let's look at hls. The broadcast is live and therefore there is no closing tag #EXT-X-ENDLIST in the master.m3u8 file (per the spec)
And players, for example ffplay, potPlayer, mpv cannot rewind. But vlc can.
There is a way out. We launch the http server, and using the hls.js or dash.js libraries, you can watch it perfectly on any device. But on an Android TV, this is not convenient.

So I found another way. We save the broadcast like this:

ffmpeg -i URL.m3u8 -c copy master.ts
Open master.ts using vlc and then: [Playback]->[Renderer]->[our TV]
