CRF make lower bitrate on movement?

any option for lowering bitrate on movement scene when encoding crf=24?

I am using preset medium and 720p target

I get 3000-5000kb/s on high movement scene

You can reduce qcomp (but x265 only goes down to 0.5, x264 could go to 0) , or use zones

Can you provide a sample of the content and/or your command line?

And what's the problem with the higher peak bitrates? Reducing the bitrate likely would reduce the visual quality as well.

--hme can help reduce bitrates with noisy motion some. And --preset slower is generally a good starting point when compression efficiency is the goal.
