I was wondering what are people using to get results like shown below.

I would welcome some specific info and software used in order to create hardsubs looking like this.

You have to be more specific what you want. Is it the shadow, font, the grey transparent background?

Well basically all of it, with an option to customize of course, tool best suited for this kind of editing..
