Boosting speech in ac3

I have an ac3 I'd like to convert to a stereo (mp3) - it seems the spoken dialog is being almost drowned out by other sounds.

I'm wondering how to do this - ac3 is 5 channels right?

Is there a primary spoken dialog channel one could boost or lower the others?

AC3 can be also 2.0 = stereo only in which case boosting the dialogs is not that easy

AC3 supports different speaker settings. It is hard to boost speech if your source is stereo, but it is usually not needed either. For downmixing (5.1 to 2.0) you should try to increase the volume of the center channel.

Well source is 5, but I'll try boosting the center one and see what happens. Thanks

Depending on your source and what you are trying to accomplish, you might find that simply using eac3to to convert to WAVs, and then converting the center channel alone to an AC3 1.0 might give you the results you want.
