Add VPS/SPS/PPS insertion for IDR frames option

Maybe it work, but also instructions only for AVX. I don't know what to change _xgetbv(0) for SSE2

Discontinuation of project

SVT-HEVC has been discontinued. FWIW, the announcement was made at the end of July, a few days before Intel released its Q2 2024 financial results and a more than 15% headcount reduction.

Unsurprising. I don't know that anyone has been using it in production for anything.

Anyone know of use cases?

So... I did not keep track of development but does x265 still support integrating SVT-HEVC as a fast alternative to itself? If so, what now?

Reading the source, it is still mentioned. But I will not know if it still works. No supported hardware here.

I never found a great scenario for that. SVT-HEVC had a much lower quality ceiling than x265, and x265 is already really fast for encoding at those quality levels. SVT-HEVC mainly standard out for being able to apply huge parallelism, but I'm not convinced that we couldn't get in the same ballpark with proper use of --threads --frame-threads, --pmode, and --pme.
